Minister for the Public Service, Sustainable Development, Energy, Science and Technology 

Sen. Hon. Dr. James Fletcher is the Minister with responsibility for Public Service, Information, Broadcasting, Sustainable Development, Energy, Science and Technology in the Government of Saint Lucia. He was appointed to this position on 6th December, 2011, following the election of the Saint Lucia Labour Party to government in the General Election on 28th November, 2011. 

Dr. Fletcher has a wide range of experiences in the areas in his portfolio. For three years, between 2008 and 2011, he served as the Director of the Social and Sustainable Development Division in the Secretariat of the Organisation of Eastern Caribbean States (OECS). At the OECS Secretariat, Dr. Fletcher was responsible for overseeing work programmes in the nine Member States of the OECS in the areas of the environment and sustainable development, including climate change, biodiversity management, energy and oceans governance; education policy development and management; social policy; the health sector, with an emphasis on health policy and HIV-AIDS; and sports development. 

Prior to taking up his assignment with the OECS Secretariat, Dr. Fletcher served for eight and a half years in the Government of Saint Lucia – four and a half years as the Permanent Secretary in the Ministry of Agriculture, Forestry and Fisheries, followed by another four years as Cabinet Secretary and Permanent Secretary in the Office of the Prime Minister. As Cabinet Secretary, Dr. Fletcher was the Head of the Saint Lucia Public Service and, among other things, initiated the e-Government agenda of the government as part of a wider public sector transformation programme. 

Dr. James Fletcher headed and ran a successful consulting company for 5 years, which provided consulting services in areas as diverse as agriculture and rural development, public sector administration, strategic planning and visioning, and environmental management. 

Senator Hon. James Fletcher has served on a variety of regional organizations. He was a director of the Caribbean Agricultural Research and Development Institute (CARDI) for four years, chairman and director of the Caribbean Centre for Development Administration (CARICAD), chairman and director of the Caribbean Disaster Emergency Response Agency (CDERA), director of the Windward Islands Banana Development and Export Company (WIBDECO) and director of Geest Bananas (UK) Ltd. In Saint Lucia, he has served as Chairman of the National Development Corporation, President of the Saint Lucia Guild of Graduates, President of the Saint Lucia Horticultural Society, Chairman of the St. Lucia Fish Marketing Corporation, and Chairman of Cricket World Cup Saint Lucia Inc, which was responsible for overseeing Saint Lucia’s preparations to host matches in the 2007 ICC Cricket World Cup. 

Hon. James Fletcher received a Bachelor of Science (Honours) degree in Biochemistry from the University of Ottawa, Canada in 1986 and a Doctor of Philosophy degree in Crop Physiology from the University of Cambridge, England in 1991. He is married to Chantal Norville. His interests include reading, horticulture, cricket, basketball and music.
