Mr. Deok-seob Shim is the Assistant Minister for Government Innovation and Organizational Management at the Ministry of Government Administration and Home Affairs of Korea. Mr. Shim has a distinguished career in the Korean civil service, having served in various posts in central and local governments as well as foreign affairs posts. Since the mid-2000s he has served in senior positions including, Deputy Director General for Secretary to the President, Deputy Director General for Planning and Coordination, Ministry of Foreign Affairs, Minister for Embassy of Republic of the Korea to Canada, Vice Governor for Administrative Affairs of Jeollabuk-do Province, and MOGAHA posts such as Director General for Archive Policy Bureau, Director General for Organizational Management Bureau, and Director General for E-government Bureau. During this period he developed and implemented many government data and innovation policies that lay foundation for open data in the Korean government. Since December of 2014, he has been serving in his current post of Assistant Minister for Government Innovation & Organizational Management. Open Data and more broadly Government 3.0 (government innovation agenda of the current government) is a key component of his work portfolio and he has been pushing strongly for full implementation of Open Data Law (2013), Open Data Master Plan (2013) and Open Data Development Strategy (2014) across  all sectors and levels of government. Mr. Shim holds a Master's Degree in Public Policy Studies from Seoul National University in Korea and a Ph.D. in Development Administration from University of Birmingham in the United Kingdom.
