Delia Ferreira Rubio

Delia Ferreira Rubio graduated Summa Cum Laude with a Ph.D. degree in Law from Madrid’s Complutense University. She served as Chief Advisor for several Representatives and Senators at the National Congress from 1990 to 2005, advising the Constitutional Committee of both the House of Representatives and the Senate, and also served as Advisor at the National Accounting Office for two years. She has consulted on anti-corruption and transparency related issues with various international organizations (IFES, UNDP, OAS, IADB, IDEA, NEEDS, ERIS, CAPEL, DEMOCRACY INTERNATIONAL, UNWomen among others) and NGOs around the world, and has worked on projects promoting greater transparency and accountability for political campaign/party financing in Argentina, Nicaragua, Guatemala, El Salvador, Bolivia, Peru, Jamaica, Colombia, Paraguay, and Ecuador. Delia is an Individual Member of Transparency International and was Member of TI's International Board of Directors (2008-2014) and President of Poder Ciudadano in Argentina (2008-2010). She has authored numerous publications on democratic culture and political institutions, Comparative Politics, government by decree, public and parliamentary ethics, campaign finance and electoral systems, among other subjects.
