Data Collaboratives for Local Impact: Harnessing the Data Revolution for Sustainable Development (Brownbag)
The Millennium Challenge Corporation and PEPFAR are working together to support Country-led Data Revolutions for Sustainable Development as part of the broader U.S. government effort to harness the data revolution for sustainable development.  The partnership will focus on goals such as improving data transparency, citizen access, and the use of data to drive decision-making and mutual accountability in partner countries.  The actual mix of activities to be funded are being considered and designed with input from a broad base of relevant country-specific and global stakeholders as well as based on country needs assessments.  Ultimately, the post-2015 sustainable development agenda will rely heavily on open data, processes, and systems for monitoring and driving progress.  This brownbag will provide an overview of the partnership and engage the audience in further defining opportunities for how the U.S. government, in collaboration with host governments, civil society, and the private sector, can most strategically support the use of data-driven decision-making and problem-solving to optimize program efficiency and impact.

Latin American Open Data Community Meet and Greet (Brownbag)
Come and meet the Latin American Open Data Community. We will provide a short presentation about what we have in stock for our next two major events: 1) Abrelatam and 2) Condatos.

Abrelatam is the regional unconference where the region shares major developments, initiatives and experiences in an unstructured, fun, and open way. This edition is hosted by Ciudadano Inteligente who has been leading the region using open data for accountability and transparency.

CONDATOS is the regional Conference on open data. Experts, government officials, activists, and academics will gather in Chile to discuss the state of open data in the region. Previous work has been laid down to secure a participative and sustainable event. In this edition open data policies and shared initiatives are key part of the event Come and listen to the Government of Chile introducing the basics for the event. This event will have two very short presentations and we would like to hear from you. What do you think we should discuss in Latam? Are you particularly interested in a topic? Have a wild idea? Open Data: A Journey of Discovery in Nepal (Brownbag)
Join AidData, Development Initiatives and Publish What You Fund for the premiere of their documentary film ‘Open Data: A Journey of Discovery in Nepal’ at the International Open Data Conference 2015. 

The informal brown bag lunchtime session will be in room 102 from 12.15 – 13.30 on Thursday 28th May. The 13-minute film will be shown, followed by a discussion.

This short documentary follows the journey of journalist Gyanu Sharma in Nepal, who understands that having access to data can help him create a better future for his son. He is one of a growing number of citizens and civil society groups globally who have a hunger for data because they understand its powerful potential for change. 


But current barriers are severely hindering the use and impact of open data. There is limited data currently available, its quality is poor and it can be difficult or impossible to compare and combine. Gyanu’s story brings to life the vital role of data in development and shows what work still needs to be done.

The 2.5 quintillion bytes of data now being created on a daily basis — equivalent to a "new Google every four days" — represent an untapped  potential for society. If used responsibly, the increased datafication of society may hold the key to helping address some of our most crucial social, economic, and political challenges. Yet much of the richest, most valuable data for helping tackle public problems lies in private hands. It is crucial to start focusing on how private companies and nonprofit organizations can create data collaboratives and open and share their data — including Web clicks, sensor data, online purchases, and research results —  in a variety of ways with those those who are trying to tackle our most pressing public challenges.

While this next generation of "open data" is slowly emerging, key questions and persistent obstacles need to be considered. What sort of incentives lead businesses and nonprofits to decide to share their data assets? How can potential users of the data help allay concerns about privacy and competitive risks, and how should such users be chosen? What sorts of legal and technical frameworks — be they APIs, data pools, or research partnerships — are best suited to maximizing the public value of private data?

During this session, we will aim to take stock of current practices of data collaboration between private and public actors, explore the many "shades" of open data innovations, and how to ensure they are able to fulfill their potential to advance the public good in a responsible manner.

La Francophonie: nouvelle frontière des données ouvertes / La Francophonie: The New Frontier of Open Data

Au-delà d’une communauté de langue, la Francophonie qui rassemble 300 millions de personnes, est un espace de coopération, d'échanges, de rencontres. Pour se comprendre, pour échanger, pour coopérer, pour travailler avec les sociétés civiles, pour ouvrir de larges zones de confiance et de transparence, il faut un vocabulaire partagé, mais aussi des référentiels communs, des formats comparables…

L'open data permet de mettre à disposition des citoyens, des entreprises, mais aussi des administrations elles-mêmes de nouveaux savoirs et de nouvelles ressources, utiles à la démocratie, à l’économie, et à l’innovation.Cette session rassemblera représentants de la Francophonie - administrations, organisations de la société civile, innovateurs, start-ups - afin de partager leurs expériences en matière de données ouvertes et d’identifier de nouvelles aires de coopérations au sein de ces écosystèmes. La France partagera sa vision des données ouvertes sociales, déployée dans le portail data.gouv.fr, qui a entre autres inspiré le Maroc. Le Canada offrira un aperçu du processus d’implémentation des données ouvertes dans un contexte bilingue, et le développement des outils et des ressources reconnu partout au monde. Le lancement en juin 2014 du portail data.gov.bf et du projet « Nos Ecoles, Nos Données » par le Burkina Faso inspirera les pays débutant tout juste leurs politiques d’ouverture des données. La startup française OpenDataSoft expliquera comment outiller les projets basés sur les données ouvertes en prenant en compte les contextes locaux. L’association Open Knowledge France diffusera ses techniques pédagogiques d’exploration des données, telles que mises en œuvre dans ses ateliers “Ecole des données”.

Beyond a community of language, the Francophonie, which is made up of 300 million French-speakers and “francophiles”, is a space of shared culture, exchanges, common references, mutual understanding, and cooperation. Open data itself could be one of these shared tools, giving citizens, organizations, businesses, and government agencies themselves access to resources that can benefit democracies, economies, and innovation. This session will bring together country representatives, government members, civil society organizations, innovators, and startups of the Francophonie to share experience and best practices in open data, and to identify potential areas of collaboration within their ecosystems. This session will include presentations and interactive kiosks. France will share its vision of social open data embedded in the data.gouv.fr portal, which has inspired Morocco among others. Canada will provide insights on the implementation of open data commitments in a bilingual environment, building tools and resources that have been recognized worldwide. The launch in June 2014 of data.gov.bf and of the « Nos Ecoles, Nos Données » project by Burkina Faso may inspire countries starting implementing open data policies. France-based startup OpenDataSoft will explain how to better equip open data projects to adapt to local contexts. The civil society organization Open Knowledge France will share its open data education methods, refined in its “Ecole des données” workshops.

Mapping the Opportunities and Challenges of Civic Tech Communities / Recensement des possibilités et des défis pour le milieu des technologies civiques

This panel session will be a constructive take on current civic tech initiatives, such as Poplus and the Code for All programs to help government officials and civic technology infomediaries design meaningful initiatives to make a lasting difference in their communities. With the united vision that technology can open up and innovate policy implementation and public service delivery, variations of civic technology programs have been adapted to many different local contexts. A year later, much was learned about organizing open data communities and what it takes to build tools that solve real world problems. Examples on how civic technology communities collaborated with different stakeholders including government, civil society, and the media to gain access to relevant data will be showcased. Current and future challenges will be discussed with the hope that our learnings will make future projects not only easier to start and scale, but also more effective.

La réunion d’experts aura pour but de tenir un dialogue constructif au sujet des initiatives sur les technologies civiques actuelles, comme Poplus et les programmes du réseau « Code for All », afin d’aider les représentants du gouvernement et les infomédiaires en matière de technologies civiques à créer des initiatives importantes permettant d’apporter des améliorations durables au sein de leurs collectivités. En raison de la vision commune selon laquelle la technologie peut dégager et faire innover la mise en œuvre des politiques et la prestation des services publics, divers programmes de technologies civiques ont été adaptés à bon nombre de contextes locaux différents. Un an plus tard, l’on en a appris beaucoup sur l’organisation des collectivités de données ouvertes et les éléments requis pour concevoir des outils qui permettent de résoudre des problèmes réels. Lors de la réunion, on mettra en lumière des exemples de la façon dont les collectivités de technologies civiques ont collaboré avec différents intervenants, notamment le gouvernement, la société civile et les médias, pour avoir accès à des données pertinentes. On discutera également des défis actuels et futurs, en espérant que les leçons apprises contribueront à faire en sorte que les projets à venir soient à la fois plus faciles à amorcer et à évaluer, et que ces projets soient plus efficaces.

Since 2014, Canada’s Department of Foreign Affairs, Trade and Development has been using digital diplomacy in support of its efforts to strengthen democracy and build prosperity. Much of the data that companies and governments hold is about individuals. When should data remain closed to protect the private information of citizens? What happens when the line between personal data and public data becomes blurred? What practices should open data initiatives have in place to make sure citizens' rights are protected at the same time that we move towards data being 'open by default'? This session will explore these questions.

Through an ongoing co-creation effort, The World Bank has developed a methodology for Open Data Readiness Assessments (ODRA) which allows countries to develop a roadmap for their open data programs.  The session, facilitated by leading Open Data practitioners, features Open Data leaders from developing countries sharing their successes and challenges around planning, launching and early implementation of Open Data initiatives.
